Im pretty sure there are plans to add a roundabout at Caister Road too, so perhaps thats included?
I think there are longer term plans to close the short runway and use the Caister Road end for GA.. Re-routing of the A18 would be an.ideal situation as it would allow for ILS category improvements in future.

So apart from a roundabout what is this about the A18 diversion?

There is a link to the bid on this page www.northlincs.gov.uk/transport-and-streets/transport-planning/local-pinch-point-fund/?Local Pinch Point Fund In summary Interesting to see the Caistor Road improvements mentioned, and the potential for development on that side of the airfield £1,028,453 is being sought from the DfT. North Lincolnshire Council will provide £440,766. The airport do not appear to be contributing If funding is gained, site clearance would begin in January 2014, construction in April 2014 with completion in October 2014

Certainly positive if funding is approved for these developments. It would be interesting to know whether the plans for the Caister Road side are still to relocate the GA facilities in order to open up the current land they take up for business park and permanent hotel facilities..

The following option has been selected from the above report: Option three – To note the work to date and continue with the detailed designs for an earlier start date and to prioritise the construction of a roundabout junction at Barnetby Top funded from within the existing budget. www.northlincs.gov.uk/councilanddemocracy/cabinet/cabinet-minutes/highways-and-neighbourhoods/highways-neighbourhoods-cabinet-member-minutes-27-august-2013/This is the original report's analysis of option 3: Option three – This would enable the roundabout junction scheme to progress and works to be started this current financial year. However, this option would require an additional £400k -500k funding to be found. By completing this element of the whole surface access works and in addition to Bristows completing the new access from Caistor Road, our funding application to the Local Majors could be put at risk due to it not being at the threshold amount for approval. So it seems for now the investment will be directed at Barnetby Top - I presume a roundabout at the A18/Barnetby Village junction. And there is a risk that with NLC funding this work themselves, plus Bristow funding some work on Caistor Road, that the rest of the scheme may not meet the minimum funding threshold for the Local Transport Board to consider it. I guess that would leave NLC having to fund the remaining work of a roundabout at HUY and widening Caistor Road if and when they found the money

The Local Transport Board selected the access improvement package a reserve scheme in July (only just come across this) www.nelincs.gov.uk/meetings/committee/111/meeting/2196The NLC decision to fund the Barnetby roundabout came after this, and as noted earlier the risk is that NLC funding the roundabout themselves takes the overall package below the funding threshold and potentially loosing the reserve scheme status

This is good news, shame the works don't involve another roundabout at caistor road and a slight diversion of the a18.
All of this work must be the largest infrastructure development for many years at HUY. Just a shame it isn't translating into many new flights yet.
