I think they possibly could. EZY only operate SEN-CDG 4x a week and at non-business orientated times. Better flight times and a higher frequency into Orly may prove popular.

Knowing how inaccurate newspaper articles can be I wonder if "agreed to fly four European routes from next June for Stobart from Southend Airport" is being confused with four aircraft being SEN based. The reference to June being the start date is certainly new but I do wonder if the newspaper story is completely reliable.
Certainly the Cityjet/Stobart takeover deal seems to be taking a worryingly long time and I keep hearing of dates when the deal is expected to be clinched only for those to pass with no announcements.

I am now wondering if this deal will go ahead and if it does, i cant see how they could introduce up to 18 new routes by next April, maybe 4 to 6 routes is possible but we are nearly in December, not much time for a advertising campaign even if they announce them next week.

I'm pretty sure that not all the new routes would commence in April but would be introduced over a couple of months so up to half a dozen starting just before Easter would seem reasonable. I agree that getting routes on sale as early as possible is preferable but, for example, easyJet still don't have the additional ALC, PMI and FAO frequencies nor the new 'beach' destination on sale that they announced 10 days ago.
I expected a rapid conclusion of the takeover deal by Cityjet once Stobart had acquired a 100% holding in Propius and, this having been announced a week ago, there was reason to think there was going to be an announcement in the last day or two. If it is going to happen it's surely likely to be in the next week or so.

Update on new routes at London Southend Airport
The Group recently acquired all of the interests of Invesco Asset Management Limited in its airline business, Stobart Air, and aircraft leasing business, Propius Holdings Limited ("Propius") and announced negotiations, which are progressing, to acquire the remaining 33% interest in Propius from Aer Lingus. Following these developments, the Board of Stobart has reassessed its strategy for the Aviation Division, in particular, its options for building new passenger routes at London Southend Airport ("LSA") and furthering the development of its Aer Lingus Regional franchise.
As a result, rather than proceed with a collaboration with CityJet, the Group has taken the decision to operate flights from LSA to up to 18 new destinations through Stobart Air's existing franchise arrangement with Flybe, under which it operates a number of routes into northern Europe. The new routes are expected to start in summer 2017 and to be available for sale by the end of this month. Negotiations with CityJet that could have resulted in a change in the ownership of Stobart Air have been terminated.

Interestingly, Stobart state above they will be more in bed with Flybe next summer - Lets hope something positive comes of this, yet I cannot see any matching RNS announcement from Flybe, hope this is not a repetition of the rushed CityJet announcement to the city in late October.

I am not at all surprised at this announcement that the Cityjet/Stobart deal is off, this i felt has been coming for a while now, the talks had been going on far to long considering they said in October that up to 4 aircraft and up to 18 new routes would be starting by next April. By the end of November and the start of December still no new routes put up for sale. Now Stobart are saying that we are going ahead with 18 new routes with Flybe, the same airline that they gave the Dublin route to and shortly after they dropped it and also we lost the Newquay service to STN. Are we fast becoming the laughing stock of the UK airline industry, i sincerely hope not.

flyBE are bad news for SEN. Maybe Stobart will lease some jets to operate these services, or they may use their own ATRs.
