On the face of it that seems a perfectly reasonable stance for the Councils to take.
No airport operator in this day and age can expect to have carte blanche as to the scope of its operations without taking into account the effects of expansion on public opinion. It will be interesting to see the reaction from Alastair Welch and Andrew Stobart and I hope that they will wish to work with the Councils to reach an agreement which placates the objectors, and reassures the general public, while not restricting unduly the operational capabilities of the airport. If they just say that they want the freedom to operate, for example, AN12 freighters whenever and how ever often they wish 'cos the lease says they can, they will be making a mistake.
The fact that modern aircraft are a lot quieter than previous generations has not only to be emphasised but it has also to be demonstrated to the public as being a fact. That way real progress can be made to a much reduced timescale.

I wouldn't be at all surprised if issues such as the number of night flights that can be introduced have already been discussed between the councils and the airport management - I'm sure yesterdays Echo article didn't come as a complete surprise to them. I totally agree that that it would be a huge mistake to operate unrestricted night flights and would probably turn the public against them. It would really be a missed opportunity if the proposal to extend the runway was rejected because the anti airport brigade manage to convince the general public that Stobart are going to introduce noisy night flights. With the announcement today that a second runway will not be built at Stansted until at least 2017, with a slightly longer runway, SEN could be well positioned to pick additional business over the next few years - let's hope the 2 council's also take that view.

I see that there is a page on the airport website which mentions Aircraft Noise Restrictions, this being found in the Operational Details section.
It says "Southend Airport has agreed with the Planning Authorities and the Consultative Committee that as the airport grows it will introduce a range of controls that will limit noise, particularly at night, and introduce a Noise Measurement System."
I don't know how long that statement has been on the website, as it's not part of the site I often visit, but I'm sure that Roche is correct in thinking that the new owners were well aware that some restrictions would be applied in the future.

According to the protest group SAEN, Stage 2 of the JAAP consultation is being published today, with a 6 week consultation period.

The JAAP 'Preferred Options' document is now available on both the Southend and Rochford Council websites.
In brief it proposes that the runway be extended to "a net useable length of 1,799 metres", that a new access road be built (before the runway extension work commences) from the A127 to Eastwoodbury Lane and that a new MRO area be developed adjacent to the old runway 15 threshold. The Councils will also give support to any future planning application to increase the capacity of the new terminal (as yet unbuilt) to a maximum of 2 million passengers per annum. Scheduled passenger flights (strangely it doesn't mention charters, but this is probably just an oversight) will be limited to the hours of 06:30 to 23:00 Monday to Saturday, and 07:00 to 23:00 on Sundays. Outside of those hours there will be a quota system for freight flights and all aircraft operations will be limited to those complying with ICAO Chapters 3 & 4.
I would suggest that this is just about everything that the new owners would have hoped for.

Saen Appear to have managed to get hold of email addresses of people who have shown interest in the current jaap, i have recieved an email with a poster attached asking me to print it out and put in my window! i wonder if they got my address when rochford council sent out an email a few weeks ago showing all recipients instead of blind copy!

I have also had en email from this SAEN group. I'm extremely unhappy that a minority interest group is using my email address which was submitted in good faith to Rochford District Council. I will be contacting Rochford Council with a complaint today...

I believe that what they have done may not be legal.
If you send me an email, sent to numerous recipients, and I then extract those recipients' addresses and send each an email promoting my organisation's service or products, I believe I would have perhaps committed an offence under the legislation covering unsolicited emails/spam.
I assume that only the sender of the email so 'pirated' or one of those whose addresses were spammed can make a complaint to the appropriate body. I would unhestitatingly do so if it happened to me.

I have sent a strongly worded complaint via e-mail to Rochford DC this afternoon. I hope anyone else affected does the same - I have the same view as Expressflight re the possible legality of this action.
Despite the email issue, it does seem that SAEN are significantly raising their profile and some of the claims they are making will certainly turn the heads of some of the waverers.
In an email to Andrew Walters, I was very critical of the airport management during their last attempt to win approval for a runway extension several years ago. Because of the issue around moving/demolishing the church, there was always going to be little chance that the plan would be approved, but despite that, airport management should have made more effort to counter some of the more outlandish claims made by the anti airport brigade (digging up graves etc).
I hope the current airport management are a little more proactive in countering some of the claims made by SAEN, before the whole process gathers a momentum of its own and they find themselves having to persuade a large swathe of local people that the claims made by SAEN are inaccurate.
The airport newsletter is a good starting point, but it's buried away in the website, so unless you know it's on there somewhere you are unlikely to find it. There should be an announcement in the Echo that it's available and then it needs a link on the home page of the airports website.
I don't know when deliveries of the newsletter are due to take place, but I certainly haven't received one yet and I live fairly close to the airport.
I hope that airport management don't take the view that if they ignore these people, they will go away, because they won't. As well as posting leaflets through thousands of residents doors, they are bombarding MP's and councillors with letters questioning every aspect of the JAAP, including its legality.

had a saen leaflet through the door today full of the usual waffle. still waiting for the southend airport one, judging by the comments and the amount of objections on the jaap website the saen seem to be getting their message out.
anyone heard anything from Rochford dc yet regarding emails? i wrote to shaun scrutton, head of planning but he is out of office until tomorrow.
