If TOM and Wizz would accept such a plan (everyone else is probably 'disposable' if push comes to shove), and they can't see many options for growth, then yes. If the business can't be grown, might as well make more money out of those customers you have got. And I bet the fees generated from TOM customers would more than make up for lost FR revenue. It's a gamble, but it's one DSA may have to take to improve their bottom line
Also with NWI, BLK and MME having such charges they are going to slowly become more normal, and perhaps the public will become more accepting of them? I would certainly suggesst seeing the impact of the MME charge first though before implementing one at DSA
