I would imagine the airport have had a fair hand in this and probably set the whole thing up. They have proved loco to sun locations works from HUY, so if nobody else wants to operate the routes, the next best thing is to set up a company to do it for you...It's a weird time for such an operation to be set up, but lets admit it, HUY are desperate, and as long as the required initial funding is there, I feel sure it'll succeed.

I think 'desperate' is a bit harsh and extreme, and I dont believe they would go to the cost of setting up their own airline in any scenario.
There is demand for such flights, it has been proven. They key is though that it has been proven by the big brand airlines. Unless this outfit have the funds for a significant marketing campaign in the region then I dont see it doing so well. Surely HAT cant fill the flights themselves?
Hopefully more information will become available in due course, I'm not completely writing them off at this early stage, but wever seen this type of setup elsewhere before..
